Item is a disbound scrapbook containing newspaper clippings (from <i>The Nugget</i> and <i>Capitol News</i> about City of North Bay municipal affairs, particularly relief measures, unemployment, taxes, and other issues related to the Depression. Item also contains four speeches given by Robert Rowe (the probable creator of this scrapbook) as Mayor of North Bay in 1931. Speeches were written for the opening ceremony of North Bay Collegiate Institute and Vocational School, the conventions of the Grand Black Chapter of Ontario West and the Grand Lodge of the Ladies Orange Benevolent Association, and the opening of broadcasting station CFCH North Bay. The scrapbook also contains clippings of political commentary and federal election results from <i>The Canadian</i> magazine, and a booklet titled "Political cartoons reproduced from The Evening Telegram - Toronto."

Robert Rowe was likely the creator of this scrapbook because a number of documents were created or received by him, and he is the subject of many of the clippings. Rowe was Mayor of North Bay in 1930-1931 and a member of King Hiram Royal Black Preceptory No. 762.
